Along each line the tool finds runs of pixels whose brightness is between the two limits and sorts within each run, while pixels outside the range (shadows or highlights, say) stay put and act as breaks. That gives streaks that seem to flow while the subject stays recognisable. A range of 0–255 sorts entire lines into pure gradient stripes.
