规则是什么？What are the rules?
按《支付结算办法》附件《正确填写票据和结算凭证的基本规定》：月为壹、贰和壹拾的，日为壹至玖和壹拾、贰拾、叁拾的，前面加“零”；日为拾壹至拾玖的，前面加“壹”。例如 1 月 15 日写作“零壹月壹拾伍日”，10 月 20 日写作“零壹拾月零贰拾日”。年份逐位大写，如 2026 写作“贰零贰陆”。Under the PBoC rules for filling in bills and settlement vouchers: months 1, 2 and 10 and days 1–9, 10, 20 and 30 take a leading ling (zero); days 11–19 take a leading yi (one). For example 15 January becomes ling-yi month, yi-shi-wu day, and 20 October becomes ling-yi-shi month, ling-er-shi day. The year is written digit by digit in capital numerals.
为什么要加零？Why the extra zero (ling)?
防止日期被涂改，例如在“壹拾”前补字改成别的日期。It stops the date from being altered, for example by adding a character in front of shi (ten).
时区如何处理？How are time zones handled?
